[build2] build2 0.15 vs 0.16 and odb beta23 to 25

Since yesterday the Fedora build2 v0.16.0 RPMS are available in the
updates-testing repositories for F37-39 [1].

I intend to package ODB RPMs for Fedora once there is a stable release.
