[build2] Failing to build packages in remote git repositories

Yes of course :)
But because it happens a lot (as in: systematically on first attempt
for me) and only with a very specific command, I suspect that it could
be avoided by better sequencing some operations (no other process than
build2 ones are manipulating these files), but as I didn't get deep
enough into the details of this issue so it's just a wild assumption.
I worry that seeing consistently the same error with the same command
will not convince future users that bpkg actually works on Windows.

Anyway it was a side not because it's not blocking me.
