[build2] error when trying to compile build2

The staged equivalent of build2-toolchain-0.14.0 can be found in the
0.15.0-a.0/ subdirectory here (https://build2.org/community.xhtml#stage
links to this location, FYI):

Please try to follow exactly the same steps as you did for 0.14.0
(including downloading and unpacking build2-baseutils-0.15.0 and
build2-mingw-0.15.0 packages which can also be found in the above
location).
