[build2] build2 Action for GitHub Workflows

Hi Boris,

I renamed the repository to "setup-build2-github-action".
However, I still cannot create a release on the GitHub Marketplace. I 
think the organization "build2" has to agree to the GitHub Marketplace 
Developer Agreement, it's not repo specific.
Could you do that?
