[build2] build2 0.14.0 release candidate is available for testing

We aim to release build2 0.14.0 early next week with the latest staged
version serving as a release candidate:

If you have projects that use build2, we encourage you to try it out and
report regressions or any other issues (installation, etc).

You can see what's new (and perhaps test features that you are particularly

To highlight, support for warning suppression in external C/C++ libraries

There is also the new staging package repository which contains a number of
new packages that require the staged toolchain to work (and which will be
published to cppget.org once the staged version is released):

Note that this release cannot be upgraded to from 0.13.0 and a from-scratch
installation is required (you can have multiple build2 versions side-by-side;
just pick a different installation location for 0.14.0).
