[build2] Are module partitions supported

Hello

I believe they are. Here is an example repository with various
modules usage, I believe all the standard modules usage are supported (as
long as you use a toolchain that works):
https://github.com/build2/cxx20-modules-examples
There are examples of projects using module partitions in there.

That should also help answer your other questions I suppose.
