[build2] build2 Action for GitHub Workflows

Hi Boris,

so far I have applied all changes to the GitHub Action and it works with 
Windows, MacOS and Ubuntu runners in different configurations.
I also pushed a v2 tag, however for publishing the tag to the GitHub 
marketplace I would need a build2 organization admin to accept the 
"GitHub Marketplace Developer Agreement".
I am lacking the admin rights, so I cannot do it.
In the repo you can just go to "tags > releases > draft a release" and 
there you should find a checkbox to do so. Maybe you would also have to 
publish the Action to the marketplace, I'm not sure.
