[build2] Sublime Text Syntax Highlighting

Hello,

I have created a basic Sublime Text syntax highlighting for buildfile
files, manifest files, and repository list manifest files.

According to the build2 packaging effort, I thought there may be a
better place for this repository to stay than my private account.
Do you want to use it?
Otherwise, it will stay there.
I would appreciate any comments and suggestions for improvements.
