Actually, it's not!
I managed to reproduce this issue: it only happen if doing the exact
steps of the CI, that is not by trying to build the sources directly
using bdep, but by adding the project into bpkg.
Before, I only tried to build the project by using bdep (as in in-development).

I'll investigate.
