[build2] Build System Manual

Hi Boris

I've tried to look around in the source files, to kinda get a grip on how
things are determined - as in how does cxx hook into update command etc.
The one thing really missing for me was the notion on which modules exists
and just a few lines about each module.

After having read the manual, I thought that only the cxx was a module, but
as I understand bin / install / cc / c etc is all modules. It would be nice
with just the list being there - again with just a few lineslike you do in
5. CXX - the first 3 lines there.
