[build2] Error message for output dir missing

Hi Boris,

I'm using a pretty fresh build2 v0.7 alpha version.
I noticed that build2 doesn't put out a helpful error message, when the output directory is not existing.

  what():  basic_ios::clear: iostream error

This application has requested the Runtime to terminate it in an unusual way.
