By the way, not sure if it's part of the complexity
but does basing new tools like build2 on the presence of vswhere (
https://github.com/Microsoft/vswhere )
would help?
It might be too soon or just not good enough as there is no guarantee
that it is available on a Windows (in particular old versions).
