[build2] Wildcards and pattern exclusion

Hi Boris,

My buildfile contains this:

exe{main}: {h c}{** -Templates}

But build2 doesn't exclude the Templates dir:

error: header 'TemplateFC.h' not found and cannot be generated
  info: while extracting header dependencies from Bas\SrvLib\Templates\TemplateFC\c{TemplateFC}
