[build2] brep 0.3.1 released

Hi,

We have released brep 0.3.1. This is a bug fix-only release with the following
NEWS file entries:

  * Show actual repository location in addition to repository name on the
    package version details and about pages.

You should be able to upgrade via the cppget.org repository. Alternatively,
the package is available from the download directory:

https://download.build2.org/0.3/
